BASIC FUNCTION: Conducts buying/procurement assignments for assigned Department under close supervision within a framework of acceptable controls which satisfy governmental and company accounting requirements. Handles repetitive purchases under limited supervision. Applies procurement agreements, obtains data, and maintains agreement pricing. ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA) ? Processes requisitions into purchase orders for routine, repetitive, warehouse stock materials, operation supplies, standard maintenance materials, routine repairs, etc., creates and transmits PO's with a value usually under $50,000, occasionally higher ? Identifies and selects suppliers based on various criteria, including price, availability, and quality; relies heavily on requisitioner input, prior purchases, current agreements, and other procurement specialists ? Coordinates with requisitioners and suppliers to obtain and provide feedback regarding technical aspects of purchases, delivery requirements, order status, and expected delivery dates or to resolve supply issues, may obtain ongoing material requirements and related data to analyze and support procurement agreement development and/or supplier evaluations, maintains a positive business relationship with suppliers ? Applies terms and conditions (T&C's), usually standard T&C's or per existing procurement agreement, occasionally may negotiate or identify the need for procurement agreements (MSA, MPA, etc.). Develops and monitors procurement agreements by assisting with data gathering, bidding, etc., may participate in supplier qualification and/or performance audits ? Assures procurement procedures and guidelines are followed by becoming thoroughly familiar with them and identifying issues as they arise, may recommend changes and participate in their implementation, may participate in training plant personnel ? Monitors PO's and suppliers for open PO's, contacts suppliers, and takes action to assure materials are delivered when needed; may update supplier performance measures ? Coordinates transportation and logistics requirements by selecting appropriate transportation method for items purchased; may coordinate with a third party logistics provider ? Solicits bids to obtain or verify pricing; occasionally per corporate guide >$50,000. Identifies bidders and prepares bids relying heavily on requisitioner input, previous purchases, and other buyers, usually requests informally via e-mail or phone to verify and compare prices; occasionally prepares RFQ for purchases >$50,000; may perform tasks to assist in preparation of RFI, RFP, or RFQ ? Identifies and qualifies new sources of supply and processes DIG requests, discusses proposed suppliers with requisitioners and investigates to determine actual need, may participate in audits of proposed suppliers ? Applies appropriate tax handling of PO's by identifying and properly coding tax exempt items and preparing tax exemption certificates ? Reconciles invoices for payment by working with AP, seeks understanding and works with AP to prevent future discrepancies ? Prepares procurement requisitions for department supplies and occasionally for plant personnel to facilitate obtaining expedited materials or emergency repairs to standard refinery equipment ? May perform some or all Inventory/ Materials Specialist duties, including: May process new warehouse stock requests and initiate procurement for routine items; may review and process automatic stock reorders Special assignments or tasks assigned to the employee by their manager, as determined from time to time in their sole and complete discretion Job Requirements EXPERIENCE: No buying experience is required. PREFERRED EXPERIENCE: Refinery experience and/or experience in procurement and inventory control are preferred. EDUCATIONAL LEVEL: A minimum of an Associate’s Degree, in a technical or business related field or 18 months experience in procurement or inventory control may be substituted in lieu of one year of education (three years total experience without education) is required. REQUIRED SKILLS: Basic knowledge of procurement/inventory control systems; understanding of customer/supplier relationships, both internal and external. Basic skill in Microsoft Office Suite, intermediate reading and writing skills, ability to communicate effectively with others, both written and verbal communication, ability to perform intermediate mathematical calculations, good organizational skills, ability to effectively work on teams. Must demonstrate capability to become proficient in existing and future procurement and/or inventory control systems. Ability to work independently under close supervision. May be required to attend daily and weekly safety meetings, lead safety meeting talks as scheduled and complete legally required ePrism safety training modules depending on assignment. PREFERRED SKILLS: Some accounting background and experience with eProcurement systems is preferred. SUPERVISORY/MANAGERIAL RESPONSIBILITIES: None. WORK CONDITIONS: Office based with occasional refinery visits and with up to 5% travel required by land and air. From time to time may be required to work in petroleum refinery, warehouse/plant environment, and out-of-doors environment. Subject to varying road and weather conditions. PHYSICAL REQUIREMENTS: Job conditions require, standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, and perceiving color differences, climbing up to 15ft, the ability to wear Personal Protective Equipment (beards not permitted). Job conditions may require reaching or grasping, lifting and/or carrying up to 20lbs, pushing and/or pulling up to 20 lbs.
